PREMIERE: Preparing mult-actor projects in a co-creative way
PREMIERE aims to strengthen the multi-stakeholder approach by supporting the development of more relevant, coherent and better prepared project proposals.
HCC role in PREMIERE
HCC plays a key role in three components of the PREMIERE project. We coordinate four macro-regional panels on the Multi-Actor Approach (MAA), engaging around 100 participants from across the EU through online meetings and networking activities, while also providing advice to guide project developments. We contribute to the governance stream, organising focus groups, producing policy briefs, and delivering analysis and recommendations on how the MAA is programmed and implemented in Horizon Europe Cluster 6.
In addition, HCC has designed a set of pathway cartoons illustrating different strategies for developing MAA proposals, a creative tool to support learning and stimulate discussion among all actors involved.

Macro-regional panels
HCC coordinates the four Macro-Regional Advisory Panels established under PREMIERE’s innovative 100+ Club. Covering the Atlantic–North Sea, Danube–Balkan, Mediterranean, and Nordic–Baltic regions, these panels bring together over 100 newcomers and experienced stakeholders with a strong interest in Horizon Europe multi-actor projects. Through interactive meetings and a dedicated LinkedIn group, HCC facilitates communication, learning, and networking opportunities, giving members access to first-hand information on upcoming calls, tools, and new ideas for applying the Multi-Actor Approach (MAA). By gathering region-specific insights on the challenges and opportunities of implementing MAA in agriculture, forestry, and rural contexts, HCC ensures that PREMIERE’s outputs are practical, tailored, and directly relevant to diverse European realities.

Pathways cartoon
HCC developed the Pathway Cartoons, a set of visual stories that illustrate contrasting approaches to preparing Horizon Europe multi-actor project proposals. Created through a year-long co-creation process with potential users, these cartoons capture real experiences and conversations, offering an engaging tool to stimulate reflection, training, and partner development.
PREMIERE Project summary
…was first introduced in the Horizon 2020 programme in 2014 and has been significantly extended for the period 2021-2027 under Horizon Europe. The aim of the MAA is to encourage and support Europe-wide collaboration between partners with the necessary diversity of skills and expertise to develop and implement innovative ideas and new solutions to address real-life problems or opportunities.
PREMIERE aims to strengthen this approach by supporting the development of more relevant, coherent and better prepared multi-actor project proposals for EU funding. The overall objective of PREMIERE is to provide tailored options for current and potential MA project partners on how to improve the development of MA project proposals in order to (a) ensure a balanced involvement of relevant actors with complementary knowledge and (b) empower these actors to work in a more co-creative way.
The project will also work with policy makers and executive agencies at EU and national/regional level (including support services such as National Contact Points) to strengthen the “enabling environment” for MFA and co-innovation.
