LIAISON: Better rural innovation: Linking actors, instruments and policies through networks

LIAISON aimed to help unlock the potential of partnership working for innovation in agriculture, forestry and rural affairs.
HCC role in LIAISON

HCC played an active role across most project activities, with a particular focus on engaging practitioners and stakeholders, managing the project website content, and facilitating the dissemination and uptake of project results. Our work ensured that project outcomes were not only well-communicated but also accessible, practical, and relevant to those working directly in agriculture, forestry, and related sectors.
As part of this role, HCC developed a range of targeted materials, including: detailed ‘How To’ guides on partnership building, project management, and effective dissemination; policy briefs aimed at strengthening the institutional environment for innovation partnerships, projects and networks; and diverse communication tools—such as videos and the LIAISON online platform—featuring examples and good practices from successful multi-actor initiatives.

HCC Key contributions:

  • Policy

    HCC co-authored the project’s key Policy Brief, which set out a Common Framework for Multi-level Capacity Development (CF4CD) to address Europe’s agricultural “innovation gap.” Drawing on its expertise in facilitation, advisory systems, and local engagement, HCC helped translate complex research into actionable recommendations for policymakers, programme managers, and practitioners. This work emphasised the importance of building functional capacities (such as collaboration, reflection, and governance) alongside technical skills, and positioned HCC as a leader in bridging field experience with EU policy design.

  • Local engagement

    Through its case study work in the LIAISON project, HCC provided key insights into strengthening short food supply chains and territorial branding initiatives in Romania. By analysing the Nod Verde food hub pilots, HCC demonstrated how community-led initiatives can professionalise and scale up when supported by effective facilitation and innovation brokering. In the Aroma Muntelui mountain brand case, HCC highlighted both the potential of branding to add value to local products and the risks of limited farmer involvement and weak advisory support.

  • Communication work

    In LIAISON, HCC led the project’s digital communication efforts through full content management of the project website, ensuring that outputs were accessible and engaging for diverse stakeholders. A highlight of this work was the coordination of the 15 European Rural Innovation Ambassador videos, from shaping the storylines to overseeing subtitling and translation, managing YouTube publication, and securing national television coverage on TVR. This achievement not only amplified the visibility of grassroots innovation stories across Europe but also showcased HCC’s expertise in transforming complex project outputs into compelling, widely disseminated communication products

LIAISON Project summary

LIAISON was an EU-funded research and innovation project designed to unlock the potential of partnerships for innovation in agriculture, forestry, and rural business. Running from May 2018 to April 2021, the project brought together a diverse consortium of 17 organisations across 15 European countries, combining academic expertise with hands-on practitioner experience.

The project explored how co-creation and multi-actor collaboration can strengthen innovation in rural areas, producing a wide range of resources, from case studies and policy briefs to practical guides and communication materials, tailored for farmers, advisors, policymakers, and researchers. LIAISON aimed to make its findings accessible in clear, user-friendly formats while also contributing high-quality scientific insights to the academic community.
