Strenghtening Rural Communities

HCC’s Role in Evaluating the LEADER Approach in Romania

HCC contributed as the Romanian national case study author in the European Commission’s Evaluation Support Study on the Impact of LEADER on Balanced Territorial Development (2020–2021). This flagship evaluation, conducted by DG AGRI with a consortium led by CCRI (University of Gloucestershire), ADE, OIR, and CREA, examined how LEADER, the EU’s community-led local development, has shaped economic, social, and governance outcomes in rural Europe during the 2014–2020 programming period.

HCC’s Role in the Study

As part of the European evaluation team, HCC authored the Romanian case study, focusing on the operation, performance, and local impacts of several Local Action Groups within different Rural Development Programmes (RDPs). The case study provided the European Commission with evidence-based insights on how community-led local development unfolds in practice — from design to delivery.

Key responsibilities included:

  • Field Research & Stakeholder Engagement: HCC carried out interviews, focus groups, and document analysis with Managing Authorities (MAs), Paying Agencies, LAG representatives, and local beneficiaries, ensuring a multi-level view of LEADER implementation. These engagements explored governance structures, partnership dynamics, community participation, and innovation pathways within Romanian rural territories.

  • Local Action Group Evaluation: The study analysed LAG autonomy, partnership composition, strategy coherence, and financial performance, providing comparative insights into how LEADER’s seven key principles, such as bottom-up design, networking, and cooperation,  translated into real rural impact.

  • Policy Context and System Mapping: HCC examined the institutional environment of LEADER in Romania, assessing how regulatory frameworks, funding mechanisms, and administrative processes influenced local initiative, inclusion, and innovation.

  • Data Synthesis and Contribution to EU-Wide Analysis: HCC integrated Romanian evidence into the wider EU comparative framework, contributing to consolidated findings across 10 Member States and 36 LAGs. The Romanian case brought unique perspectives on post-accession rural governance, capacity disparities, and community engagement in transitioning rural economies.

Insights and Findings from the Romanian Case

HCC’s research revealed that LEADER in Romania has been a powerful mechanism for local mobilisation but remains unevenly implemented due to capacity, administrative, and governance challenges.

  • Positive impacts were recorded in:
    • Strengthening social capital and trust among rural actors.
    • Stimulating local entrepreneurship and micro-level cooperation.
    • Enhancing local governance through participatory decision-making and partnership culture.
    • Building institutional capacity and professional skills in community animation and project delivery.
  • Challenges included:
    • Administrative complexity and delays in project approvals.
    • Limited inclusiveness of marginalised groups in some LAGs.
    • Need for greater autonomy and flexibility for LAGs to pursue innovative actions.
Expertise Demonstrated

Through this evaluation, HCC demonstrated its core strengths in:

  • Community Engagement and Participatory Evaluation – applying multi-actor research methods rooted in inclusivity and dialogue.

  • Rural Governance and Policy Analysis – linking grassroots evidence with EU rural development frameworks and CAP objectives.

  • Comparative Evaluation and EU Project Integration – contributing to transnational analyses and synthesis within large evaluation consortia.

  • Capacity Building and Knowledge Translation – turning research findings into actionable recommendations for policymakers, managing authorities, and LAG networks.

European Impact

HCC’s contribution supported EU-level conclusions on how LEADER delivers balanced territorial development, helping identify key success factors such as local capacity, strong partnerships, transparent decision-making, and networking support. The study informed the European Commission’s recommendations for the post-2020 CAP, including calls for:

  • Simplified administrative processes,
  • Reinforced LAG autonomy, and
  • Stronger multi-level cooperation and learning frameworks.

Highclere Consulting acted as Romania’s national expert in the European Commission’s Evaluation Support Study on the Impact of LEADER, contributing evidence on how Local Action Groups foster participation, innovation, and resilience in rural areas. Through comprehensive fieldwork, stakeholder consultation, and policy analysis, HCC helped illustrate the transformative power of community-led local development in building more inclusive, connected, and empowered rural communities.
